I have to agree, in fact, I'm a die hard Scout Rifle user, and have been using them on my main character since launch, even in pvp at the time auto rifles ruled the Primary slot. I was excited when Xur was selling an Exotic Scout Rifle, and rushed straight to him like Sonic the Hedgehog on cocaine, but once I looked at the stats and what it does, I was like "Wtf is this?" So I didn't bought it from him. I did however, received the MIDA on the Omnigul Nightfall, and while the weapon is fun and can be useful in certain situations, albeit most being situational- It just doesn't deserve to be an Exotic.
Personally, I'm glad I hold off from buying it from Xur, not because I "earned" it (As some would call, but its basically RNG), but I would of been disappointed since the asking price just wasn't worth it. While a fun gun, I think VoC and other Legendary Scout Rifles would outgun the MIDA. It's a specialist weapon, but nothing much else.

For some reason, though, this rifle outperforms its own stats. I have Another NitC with superior stats, on paper, but even before I unlocked the first perk, my MIDA was exponentially better in every way.

True, but the problem is it eats up a precious Exotic slot. Like I said, its a specialist weapon, so unless you can make good use of the MIDA's exotic perk (Especially combined with Lightweight), it isn't worth using outside of having fun with the weapon. I just love my Ive Breaker too much to give up the spot for the MIDA. I do use it in the CE raid since it's ability is invaluable to quickly get the first part done and to get the chest before the door closes in the middle, but other than that my Another NitC/Badger CCL will do.

Agreed, and well-stated. As a titan, that extra movement speed is a godsend. If I need my IB, I just pop my bubble and swap out guns.
