Exactly. Place a vendor in the tower with some unique loot, maybe up the difficulty a bit (bounties similar to the Urn mission) and there you have it, some good reasons to rank up. Oh yeah, different loot should be able to drop at the reward screen. I'm pretty sure you have a chance to get up to an exotic in IB.
