I agree that raid weapons should be upgraded, but not raid armor. If you buff raid armor to lvl 32, then there is no incentive to do the new raid.
Honestly, I dont think they will ever buff the weapons of the VoG. Sometimes weapons.get outdated, and this is the case. Sure, that leaves very little incentive to do the VoG, but thems the breaks.
Besides, VoG is FUN. Enjoy it and dont worry about the rewards.

Yes, there is incentive to do new raids if Bungie keep scalping the old raid gear up - options, variety. What's the point in having shaders or different visual styles everyone has to wear the same gear to be at the highest level?
