The ruins on Venus predate humanity, I.E. The Vault of Glass and the Citadel, the Vex themselves didn't show up until the Collapse. There is a Grimoire card that comes from the Ishtar Academy that refers to a "vex platform" A.I., but this particular record is heavily implied to be a Vex studying a simulation of Humans studying a Vex. (Not making this up)
