Remember reading about dr.shim and the captured vex.
Also, the traveler creating vex for help?
Why is there different factions of vex then, and why would he give them the ability to go back in time if this was temporary to terraform.

The Warminds were created before the Vex, hence why Dr. Shim and his college wanted to use one to determine wether or not they existed. You'll also find that in the Grimoire you're referring to, it's never made clear if it's a Vex simulation, or actually happening.
