Hardlight deserves a legendary status, defiantly not an Exotic status. I have the Vex, Suros and Hardlight and can confirm that hardlight sucks at pvp and pve. It needs a serious damage increase tho.

Exotics aren't always based on their performance. In the case of Hardlight, it's the unique design that makes it exotic.
