I always thought it was Dr. Shin, with an n, and possibly the same Shin as Shin Malphur.

It's Dr. Shim. Look under enemies/Vex/ghost fragment Grimoire cards.

I read the cards, where does it refer to this "SHIM" fellow as Dr.? Then again Shin Malphur isn't referenced as Dr. anywhere either. The in-game audio certainly sounds like Dr. Shin however.

If you cut subtitles on in the game it reads Dr. Shim.

Nice to know. Didn't even know there were subtitles available in the game. Can't even understand what dinklebot is mumbling some of the times, might be worth playing through some of the missions again with them on just to see.
