You forgot about the faction wars, the reason the consensus was made. The Faction Wars almost destroyed the city before it began, and is what allowed the people in power to have it now.

I knew if the fraction wars but I couldn't find a reference to accurately place them in the timeline. Do you know the card, armor, gear, etcetera, that mention them?

Go to allies, city factions, then click on the faction card. It explains a bit about the faction wars
