How did you reach that conclusion? Did he not have Dormant forerunner DNA at his core that the Librarian reactivated in Halo 4. Or did she mutate his DNA into forerunner DNA?
He is quite clearly human you said to that other guy but that's not what his eyes and face looked like at the end of Halo 4 when you see his visor lifted.
