If people are that bothered about this kind of thing don't play the damn game, yes there is content in the game that is purposed for DLC releases, yes a lot of it was included at launch.
Does that mean that it was cut from the game, no.
Bungie has around 500 developers working on destiny right now, some purposed for raids, some for dlc, some for future releases.
Do you really think that all of those 500 developers where working on the base content from day one? No they weren't some were working on future content and that is why it's in the game.
This game is no different from any other game with dlc, they all do the same thing just most developers don't ship it with the disc, destiny did it to reduce dlc download times, that was all.

As for that every game does this, It's obvious, do you really think it takes 3 months to create an entire dlc? If you do then your crazy, the art alone for Crota would have took months to draw by hand, make it into a computer graphic, animate it and add it to the game, making it work for everything else, that's just one character imagine how long it takes to do this for the entire raid.
