The fact that this is on the disc, fully texturized, and fully rendered means that we had to download it on day 1. Hell, Kings Watch was even populated with AI. This means that on day 1, when we were most eager to play the game, we had to wait longer during the download process. I don't know about you, but I'm not nearly as excited for DLC content, which generally has a small download. In addition, we generally judge DLC by the size of it's download. They know this. The reason given by the press team was a clever ploy to excuse the small amount of content that is released in each DLC. So, in conclusion, the stated reason for the locked on disc content is a clever ploy to excuse the small amount of content released in each DLC, and to placate those who believe the content was unfinished. I would also like to note that dataminers ha already revealed the names of named mobs, bosses, and exotics contained in the Dark Below and in the House of Wolves before both DLC had launched.
