But I'm trying to imagine the base game with 3 raids. Would the gear all be lvl 30 or would it still be tiered? They also said that some of it was added into the disc to save memory on the downloads. This is also likely. May not be as cool as a conspiracy theory having to do with cutting content to make more money, but it's practical.
