He's right. You knew an expansion was coming when you bought Destiny and you knew the # of explorable areas, strikes, and raids. If Bungie had said the base game has 3 raids, there would be a legal angle here. But they didn't. The only promises they broke were the ones they made in your dreams. I also wish the base game had more in it, but that's the risk of pre-ordering. If you want more content up front, stop pre-ordering and wait for reviews before you buy. Or wait for bundles with free DLC after a year.
I don't think having part of the DLC on the disc tells us anything more than the fact Bungie was working on it at release, and it was at least partly finished. The only way you can prove it was finished and cut is to crack the encryption and play the missions and get the new gear without buying the DLC.
