Yea if they up the LVL of the raid to 30 and 33 like Crotas then would have no problem. However this probably wont happen as that means new players cant raid at all until they have all upper tier gear.
I consider the VOG part of the progression to the higher lvls. You start raiding here and then move on to Crota.

Exactly what i believe, Its meant to be a Ladder, thats why they cant scale the raid weapons every patch.
