I believe the Exo Stranger is Rasputin in a physical form (Exo). The Exo are super computers coded to walk, talk, and act more or less like humans, along with being synchronized to a robotic frame. Rasputin could easily have transferred his objectives and power into these lines of code. Rasputin could be using this adopted form to do what he no longer could; protect Earth and Beyond.
