You can buy to level 31 so that's your own fault. If you've got time to raid, you've got time to get the marks for vanguard gear.

31 is the limit. A 30 is doing around 60% less damage than they should be. Your sniper rifle just turned into Atheons Epilogue in slow motion. Your rockets may in fact replenish Crotas shield.
