As a lvl 31 that has no real interest being a 32, I totally understand why. It's nothing personal. You can't fish it out or take when you're two levels behind on a difficulty that is hard for the 32's. you'd be a burden more than a help. I don't take 29's on the hard VoG for the same reasons.
