Jupiter, Saturn, Uranus, and Neptune won't be possible (gas planets). Their satellites (moons) however should be. Pluto and the other Dwarf-planets should be as well, but should be high risk zones due to the distance from the sun they are.

I noted some of that in my post, but it's not like it matters anyway, this game is pretty fantastical. If anything, you could have a civilization in the clouds on Mercury or something if you wanted.
