There's a reason why 31s don't run the hard version of Crota's End just like there was a reason most people didn't want 28s (two levels below the raid level) for the hard version of VoG. It's actually worse with CE just because the only "mechanic" to the raid is to spam endless waves of over-powered enemies at you.
