Okay, let's look at everything here. The Empire would fall before the Covenant, and the Rebels would would be destroyed by the UNSC.
Precursors and Celestials, from what I've read, basically can both play God, so we'll call it a draw between them. The Halo Rings would nuke everything in the Star Wars universe, and the forerunners would mop up anything left over, with their own powers and the Promethians. And the Flood would provide support.

Aliens from another galaxy who is organic life forms for ships weapons and armor and they hate robots/machinery. They have life forms that immediately disables shields and their ships are unable to be target locked

Centerpoint station is by Cordelia so Celestials won't use it, and Yuuzhan Vong have pretty much every Halo Fleet beat, and the infinite empires star forge can literally produce unlimited ships

The Halo Rings can still destroy all of those, and anyone competent enough can still activate them, with the help of an Oracle.
