Simple equation, special ammo is plentiful, if you have a sniper with 3 rounds that's 3 kills if all headshots.
If body shots it's only 1 per mag anyway. By firing off the first 2 they still have a 1 kill mag, but don't have to bother with a headshot.
Powerful, but at the same time you aren't going to be speed shooting people like that, having to reload/fire 2 shots between every kill.

Whereas me personally. I'll two shot someone clean dead with the first two . Then rack another kill up with the final round. But that's just the simple route :-)
