I have the Red Hand as well with Armor Piercing rounds, but it just doesn't "shoot through" objects like a sniper does

That makes me confused. I remember I read the post which said that Hand Cannon with the Armor Piercing Rounds can shoot through the objects. However, I tested and it failed, so I believed that only sniper can shoot through the walls. Does HC really shoot through the objects?
