That's because you're unlucky enough to be fighting players who are PanicSupering dude like a a type of "Defense Mechanism". I play a Titan mostly and I honestly never Panic Supered in a PVP Match. I saved my Super for larger Groups and such. I think the Supers are actually balanced. If you get killed by Supers it's kind of your fault for just standing still and letting them get their Super off on ya.
