It seems like your run of the mill sniper. If you get your headshots it's an insta kill. You don't, it's a 2 shot. If you want OP snipers then play BO2 FFA. You'll need therapy and a new controller.
EDIT: Oh, I see what you mean by final round being op. Well, I still think BO2 snipers are more broken.

On IB its a one shot if ur a 32

Okay, so is pretty much anything if you're fighting lower levels.

One shot kill in the foot against a 30 in pvp. Not many guns can do that.
