No, if I'm running strikes to max out my marks for the week I'll maximise my drop chances while I'm at it.

Yes it is you being in the strike teases the hp of the mobs and if you are malingering further back and not contributing to the mobs that need to be killed to progress you are directly responsible for the slower progression of the strike team.
