You need to make sure your K/D is 0.3 or below.
I promise you I am not exaggerating.
I have never seen anyone with a higher K/D get an exotic.

I got Thunderlord and Truth during two different iron banners. I had a positive k/d in both matches. And they were both on the same map, too. But considering iron banner only had like three maps, that's not too unexpected I guess.
