In halo 4s spartan ops, spartan IVs are allowed to deploy with all manner of weaponry, be it human, covenant, or Promethean. Would the UNSC actually allow that? I'd imagine that covenant weaponry would be understandable given that we've had long time, and wide spread access to it, but Promethean tech seems like it would more than likely be filed away as ONI assets.
