Yeah Sonny, I'm afraid it is too low, VOG on normal mode can be ran by Level 28 onwards smoothly. I don't think you'll be making any damage to minions at all. My suggestion is, get bounties, run Tiger Strikes, make vanguard marks and get vanguard gears to get to 31. By then you should be able to do VOG, easilly, normal and hard mode and Crota's end on normal and maybe on hard, depends if you have at least 3 LVL 32's and 2 other 31's in your fireteam.
