Nah, that's more like reverse Cause power. You make it so effect comes before the cause, so if you attack the person is already attacked, but it doesn't happen unless you plan on punching them in the first place, but the effect has already gone through so it can't be dodged but you didn't do it yet, so your actual punch does nothing since the effect has already happened, but you have to do the punch otherwise the effect never wouldl've happened.
