To be fair with the dlc raid gear granting the highest possible level right now, once iron banner rolls around again it's more than likely those that have bought dlc with have a distinct advantage, so I guess in a way the game is already partly pay to win?

A DLC or expansion isn't pay to win, don't be a contrarian.

Those with the dlc are capable of reaching a higher level than those without, thus when iron banner rolls around they will have a higher level, and as such deal more damage and take less from those lower than them - I fail to see how buying something that allows you to deal more and take less damage isn't pay to win in terms of pvp...

In ONE game mode, in ONE part of the game that is available for ONE week at a time you can be 1 level higher. Non-DLC owners still have access to all the same OP weapons and a level 31 can still take down a level 32. Being 32 doesn't make you godly or unkillable or give you an UNFAIR advantage... therefore not pay to win.

I don't know about your warped perception but I'd call not dying from the same amount of damage it would take to kill someone without dlc a pretty unfair advantage. And I don't know where you're pulling the same access to all the weapons crap from cus last I checked that husk in my vault can't be upgraded without dlc ;) And let's not forget the exotic armour pieces either Being a higher level, with access to content the people you're playing against can't get in a play list that reduces the damage of the lower levelled is stacked in favour of the highest level players, I.E the level 32 dlc purchasers

Defintion of pay to win: Games that let you buy better gear or allow you to make better items than everyone else at a faster rate and then makes the game largely unbalanced even for people who have skill in the game without paying. In destiny purchasing the dlc does not give you better gear, you still have to find/earn it. It does not give you gear faster than people who did not buy the dlc. It does not LARGELY unbalance the game or remove skill as a factor. Iron banner represents 1 game mode in PVP out of 7 and is a limited time event. Competing or not competing will not affect your ability to play through the remainder of the game. In fact rewards issued in the iron banner are not based on skill but complete rng so even if you are constantly owned by 32s you are not locked out or penalized when it comes to loot. So again I say purchasing the dlc is not pay to win.
