Yea it can, I feel like your knowledge of the subject isn't what you say it is, 9 times out of 10 a player higher ranked is better then a player of a lower rank. Veteran players know maps better and know the game mechanics better. No system is perfect but it beats the hell out of no system at all and I'm talking about win/lose ranking not social ranking.
