Not originally. That's what they say now, but originally you were supposed to choose a faction and fight for them in crucible because whichever faction had the best players would have the most reputation throughout the tower. That's why one of the game modes that used to be in the game was called faction wars. They took all this out because players don't want to be tied to just one faction and their weapons.
