I don't think it's cheating but it's definitely game breaking.

It is game breaking when playing against randoms but as the op says, this is the potential of what 2 good teams playing against each other looks like. Meaning we need better playlists, control needs to be addressed because the flags aren't worth much to a good team. We need ranks or actual competitive playlists. We are the community and we are ignored.
