Mercury has little atmosphere so it is cooler than Venus, on average. The side facing the sun can be hotter, but only for a short period of time. Therefor, Venus is hotter than Mercury

If I remember correctly, Mercury's orbit around the sun is like the Earth's moon. One side constantly faces the sun. That means that one side is permanently dark, while the other is quite the opposite.
