I am fairly certain that the file size of the actual maps is not that great, compared to things like cutscenes. Lets just say for the sake of your argument, that that was the reason why they made the maps before DLC. Then why are the intended levels so low for the content. I will tell you why. because it was meant to be released at launch of the game.

Not really it is just using the level reqs from random strikes already in the game

I'm not disputing that, it's dirty marketing no doubt. However since its the way it is it fits have a small benefit for me.

Because the only time Bungie does something worthwhile for the gamer, is when it benefits them financially. Look at the VOG bugs which people still run, they haven't patched. Instead they patched the Cheese. All they do is to prolong the game, as the content is lacking. They oversold Destiny so to speak. They sold the game on Bungie's name and Halo name alone. If you choose to be a sheep carry on. I will not.
