I can access the citadel anytime, it's pretty easy to get into and it isn't even a glitch, in the room where the transporter is that takes you up to it you just have to get high enough to jump over the barrier around it. Also found myself 2 ghosts up there.

No its not exploiting it my friend, your simply jumping over a barrier they failed to make high enough.

And it's not robbing someone, they just failed to stop you from taking their money. You obviously weren't meant to be able to get there (hence the barrier). Finding a way around that is exploiting an oversight. So, yeah. It's an exploit.
