Who cares if it's already on the disk? There's no proof that it's cut content. If anything it just looks like bungee had a plan for the game and put this area in to make it easier for when the dlc comes out.

I could care less to be honest but it shouldnt in anyway already be their. its either add it all in the dlc or put it in the game in the begining. The fact that it partially there leads me to believe they cut content from the original game hence there story being complete ass ... And all the grimoire cards seem to play together nicely to make a much better story
