I used to do concept art so have very much experience in the world of game design. The problem is a triple A title cost a shit ton of money to make. One like Destiny is no exception. Sadly there is most likely truth to the claims that both these expansions were already made. The basic story itself makes it obvious that the content was pulled.
Sadly they have to sell the game for $60. Shooter fans won't pay a monthly fee like an MMO. Destiny is more shooter then MMO. And since no one will buy a $100 game the its split into the basic game and DLC packs. Sucks right? Well if it's COD or Battlefield no big deal.
But Destiny is more MMO then competitive shooter. So we get a broken story and a 3 month time stamp on all our hard work and progress. Welcome to the new era of gaming.

That makes no sense they had $500million for four games and 12 DLC's. They made their money back off of the first game. Which had the first two DLC's complete and on your disc. This is just a money grab. They will fall because of it.

I'm sure a lot of the DLC was was flushed out and well into progress when the game launched. But completed? No it most obviously wasn't or we would have Dinklebot voice overs in the Dark Below and hard mode CE would have been ready by launch not a month later. But with how often they plan to do updates you bet your ass they already had a good chunk done. Also do you have any idea what the further development costs? Server costs etc? No you don't. How much do you think the average artist makes? How much do you think their programmers make? Games this big with this long if intended support and updates cost huge amounts of money.

They made more than enough of a return. They were allotted $500million to be spread across 4 games and 12 DLC's.
