I don't know if you can say that the multiplayer, and I am assuming you mean PvP by that, was their primary focus for the game. I think it is meant to be an equal part to the story. That being said the story really suffered because they had to redesign it when the game only had a few months left before release. They had to repurpose existing elements of the game which is why the story seems so fragmented, because there are large portions missing.

By multiplayer I was encompassing coop as well. I think raids and strikes are very important to what they were going for with the multiplayer experience.

The story is also coop, though the game only acts as if your guardian is present.
