I hope this is a troll. Venus is hotter because it's atmosphere is out of control greenhouse effect while mercury basically has no atmosphere.
As for the lore of this game the traveler terraformed mercury into a garden world prior to vex invasion.

Uh did you read. The TRAVELER terraformed the world. It gave it an atmosphere that could take advantage of the proximity to the sun to create a garden world. The VEX then turned it into a machine. I assume this means the same as venus with what the nexus tried to do and from the pvp map of mercury You see the planet is still a planet on the outside but the core has been mechanized.

Venus has something called a GreenHouse effect. It keeps heat trapped and it stays in the Planets atmosphere. Yes, Mercury is VERY hot, but Venus is hotter.

Mercury is receiving more heat than Venus but Venus retains more heat in it's atmosphere. Mercury loses it right away. Heating up Venus much more. Greenhouse effect.
