No not debatable. Venus is hotter than mercury and there are hypothetical models of an atmosphere for mercury that would survive it's proximity to the sun. Add space magic to do the terraforming and presto garden mercury

So what you're saying is that Mercury has enough gravity to hold an atmosphere?

The solar wind strips it of its atmosphere so currently no it cant support one with its gravity. But there is hypothetical models of atmospheres that could survive the solar wind. Just wouldn't be habitable to humans. That's where the space magic comes in. The traveler terraformed it and with force fields being a thing I'm sure it was giving some extra shielding.
