No Regression Leveling System (A New Way to Look at Light Levels)

This is kinda long, but I believe I have made a valid point and would appreciate your read. The solution/topic really begins on the 4th paragraph if you already understand the problem. The light levels in Destiny give players a way to get stronger, but a very very flawed. Vault of Glass gear was the way to get to level 30. Then the DLC dropped and CE gear takes you to level 32. But now vanguard gear takes you to 31. With an exotic helmet and three legendaries with a max light level of 33 you can achieve level 31. Which is awesome right?! Kinda. Progression in the game is a big part of what keeps players playing. It is important that CE gear is better than that of VOG gear or else there would be little to no point in getting it. The problem is Vanguard armor makes VOG gear obsolete. The thing is, Vog gear is hard to get. People worked HARD for that stuff and take a lot of pride in it. The cosmetics look great and are the favorites of many. So, here is my solution: a no regression light leveling system. The idea is that new light levels can be achieve via armor, but are not attached to armor, but the character once a new level is achieved. So, lets say I go to level 31 with the Vanguard armor available now. I earned that light level to 31 and now that is what I will be until I can progress to level 32. If I take off the vanguard armor and put on my Vog gear I would still be level 31 because my WARLOCK is level 31, not my armor. I believe this is how light levels should be handled, that way cosmetics will still be in the hands of guardians.
