Forming Weekly Raid Team (PS4)

My friend and I (Lvl29 warlock and Lvl28 hunter) are looking to try and make a group/team that can routinely play raids and nightfalls. We are central time and mostly play on weekends. Most of the time it's just the two of us for a nightfall and recently have been trying to play the raid and have the hardest time finding 6 people (only found 6 people once and almost beat atheon). We'd like to form a group that can play regularly with us. We're not trying to make a clan or anything serious. We are just trying find a good group of people we can count on to play with us on some routine around 2 days a week. We also play a lot of PVP if that's your thing.
