For the price of 23 strange coin and proper credentials you can just stroll on ver and buy one this weekend. If you don't know who, what when, and where Xur is then you most likely don't qualify or can't afford it. If on the off chance you do meet all qualifications but are short on strange coin then hit me up and I'll help you with any sort of activity that will get you closer.
