Level 20 Is not the end of the story. Merely the beginning of a new chapter.
For those who don't know level 20 is not the level cap. Merely the level bungie predicts you to be when you finish the story...for now. Bungie designer Luke Smith goes in to detail about life after level 20

Your Level is determined by a stat called Light. If you payed attention in the Beta you saw gear that had the Light stat on it. How much light you have determines your level, so yes you could go from level 25 to level 20 by changing gear. It first I was like, what is the point of gaining levels after 20? As I found out more about the game it all came together. If you guys want I will make a post about it but I am not going detail about that on this post.
