One way ticket?

As my only choice of legendary heavy weapon would it be better to use it even though it doesn't have tracking? Or would a rare launcher with tracking be more of an asset during raids? There is almost 90 damage points difference but I'm wondering if the sure hit of the one with tracking worth losing the damage points?
