Toraberu

A little help :(

Ok so I'm pretty sure I'm stuck in this game and I can't find any legendary. This has been very annoying because the only way I have chance of a rare is the crucible, and I suck at that. I've tried farming for At least two whole hours in a row and I can't find anything besides rare and uncommon loot drops. I'm doomed on level 23 right now.
