new member, and question about adding friends

PSN id sivart_R1, available occasionally on the weekends, more often in the evenings Pacific time. Is there a way to add PSN friends other than directly on the PS3? I've looked for a way to do so at playstation.com, but doesn't seem like there's an option to do so.
