Yeah. Look at my username. Frederick 104 is a spartan that went through the exact training program as Master Chief and came out at a higher rank. Masterchief had the most luck, he wasn't the strongest, fastest, smartest, or best shot of the spartan IIs. Any one of those Spartans were capable of killing 2 ODSTs at 11, and although lore doesn't cover if they did or not, they did face ODSTs in training excersice a in which they one. So no, MC is not that special. Cortana and luck are his strengths.

Loyal? The only spartan I remember not be loyal was sorren.

He kept a promise.He has lost more than any other Spartan.He lost his best friend in a covenant ship when they were testing the armor.He lost cortana.
