I believe, from leaked images, Forge of Gods is the DLC that deals specifically with the Cabal. Each alien race will have its own DLC; such as TDB being about the Hive, HoW being about the Fallen, etc. etc..

I agree. At this point, the Cabal are the red-headed step-children of Destiny.

I myself and looking forward to the next Vex raid personally. I hope they delve into Kabr lore more and what happened to him.

I doubt they ever will because he is only tied to the VoG. So unless they overhaul VoG in a later game due to some event happening I doubt we will get that.
